This is a self-assessment based on your own answers, a structured first read, not an audit, evaluation or certification. Your answers are not sent or stored anywhere; they stay in your browser and disappear when you leave the page. For an independent assessment, for example against international benchmarking approaches such as MAPS | Risalat can carry out a consultant-led procurement review.

Need a verified result? Ask for an independent assessment by Risalat: our specialists review your evidence, interview your team and deliver a costed action plan. Scope and price on request.

What a procurement maturity assessment measures

A procurement maturity assessment shows how far an organisation has moved from simply following the rules to managing procurement as a strategic function. This free diagnostic asks 30 questions across planning, tendering, evaluation, contract management, integrity and e-procurement, and gives a score for each area, so you can see where delays, complaints and audit findings are most likely to come from.

The five maturity levels

1
Level 1: Initial. Buying is ad hoc. Rules exist on paper but files are incomplete, plans are rare and decisions depend on individuals.
2
Level 2: Developing. Basic rules are followed and files are kept, but the focus is compliance. Planning is annual at best and contract management is weak.
3
Level 3: Defined. Standard procedures, templates and a procurement plan linked to the budget. Some e-procurement, clear roles and a complaints route.
4
Level 4: Managed. Decisions use data: lead times, prices, supplier performance and contract milestones are tracked, and risks are managed before they become delays.
5
Level 5: Strategic. Category management, value for money over the whole life of a contract, sustainable and inclusive buying, full e-GP and open contracting data.

Use your overall score as a guide to your level, then look at the weakest areas: one weak area (for example contract management) can hold back the whole function.

How it relates to MAPS

The Methodology for Assessing Procurement Systems (MAPS) is the international standard for assessing national procurement systems. It is organised in four pillars: I. the legal, regulatory and policy framework; II. the institutional framework and management capacity; III. procurement operations and market practices; and IV. accountability, integrity and transparency. The questions in this diagnostic follow the same logic at the level of one organisation, so the results can feed a MAPS assessment, a PEFA review or a donor's procurement capacity assessment. It does not replace them.

What to do with your result

Risalat runs procurement and contract management programmes and advisory work for ministries, procurement authorities and project implementation units. See the training calendar or ask for an in-house programme.

Preguntas

What is a procurement maturity assessment?

It is a structured review of how well an organisation plans, buys and manages contracts. It scores each part of the procurement function against good practice and shows which gaps to close first.

How is this different from MAPS?

MAPS is the formal international methodology for assessing a whole national procurement system, carried out by assessors with evidence and validation. This free diagnostic is a quick self-assessment for one organisation or unit. It uses the same ideas, so it is a good first step before a MAPS-style or independent review.

Who should complete it?

A head of procurement, a procurement officer, an internal auditor or a project implementation unit. The result is most useful when two or three people answer together and agree on the evidence.

How long does it take, and is it free?

About 10 minutes, free and without login. You see your score, half of the areas and the recommended programmes at once; the full report with all areas and a 90-day plan opens with a free account.

What maturity level should we aim for?

Most public entities should aim for Level 3 (defined) within a year and Level 4 (managed) within two to three years. Level 5 (strategic) is realistic for central purchasing bodies and large utilities.

What happens after the assessment?

Use the gaps to plan training and system changes. Risalat can verify the result independently, train the team on the weakest areas, or support an e-procurement or contract management roll-out.
