Procurement and Contract Delay Analyser
Enter each package's planned and actual dates for four stages: bidding document issued, bids opened, evaluation and award decision, and contract signed. Or import a CSV or Excel export of your procurement plan. The analyser compares actual with planned dates, checks the bid preparation and evaluation periods against the World Bank Procurement Regulations (current edition, September 2025) and your bid validity, finds the bottleneck stage and suggests recovery actions. Everything runs in your browser.

How this tool works
- Built on
- World Bank Procurement Regulations for IPF Borrowers, 7th edition (September 2025); ADB: Standstill Period (Business Guide, June 2018)
- Scoring
- Delay is the actual date minus the planned date for each stage; stages not done after their planned date count as overdue. The score is the share of packages on plan. Rule checks are listed under "Based on".
- Limitations
- Results depend on the information you enter and are not verified by Risalat. This tool does not replace MAPS, PEFA, World Bank or other formal assessment methodologies, or an independent review.
- Your data
- What you type stays in your browser unless you save it to a free account. We receive your name, email and summary only when you open your results.

Questions
Which file formats can I import?
CSV and Excel (.xlsx) files with one package per row and columns for planned and actual dates. The analyser recognises common column names; you can correct anything after the import.
Which rules does it check?
The minimum bid preparation period for open international procurement (30 business days under the World Bank Procurement Regulations), evaluation time against your bid validity period, the standstill period before signature, and long gaps between stages.
Does my plan leave my computer?
No. The file is read in your browser and nothing is uploaded unless you save your work to a free account.
