Обзор программы
A government can only report what it can reconcile. When the cash book, the bank and the ledger disagree, every statement built on them becomes uncertain, and the auditor cannot give an opinion. Public Accounts and Trust Account Reconciliation Training in Singapore is a five-day programme for the finance, treasury and audit staff who prepare, reconcile and defend a government’s annual public accounts.
The programme was designed around a real and openly published case. The Auditor-General of Papua New Guinea issued a disclaimer of opinion on the 2019 Public Accounts in a report signed on 27 August 2024 and later posted on the Auditor-General’s Office website. The report found that the cash balance in Statement A (K1.11 billion) differed from bank confirmations (K1.79 billion) by a net K674.3 million, that the main Receiver of Public Monies account had not been reconciled since 2015, and that only two of 34 subsidiary account reconciliations were provided for audit.
The same report recorded 381 active trust accounts in the reconciliation register against 311 in Statement C, seven trust accounts overdrawn by a combined K29.83 million, investments overstated by K5.90 billion, a K720.92 million difference between the public debt statement and the debt recording system, and K14.04 billion of guarantees that could not be verified because no guarantee register is kept. These are system and process issues that many treasuries share, and the publication of the report is itself an important step for transparency.
Financing partners are pushing in the same direction. When the IMF Executive Board completed its fifth reviews of Papua New Guinea’s ECF and EFF arrangements in December 2025, it advised the authorities to strengthen debt management capacity and modernise cash management. Australia, through the Australia–PNG Economic Partnership, lists strengthening public financial management as a programme outcome and has supported advisory work on public accounts quality and the move from cash-based reporting towards full IPSAS.
Participants work through the full reporting cycle: cash-based IPSAS and the path to accrual, bank and cash book reconciliation, trust and receiver accounts, investment, debt and guarantee registers, IFMS controls, year-end closing and audit response.
Программа укрепляет институциональный потенциал в следующих областях
- Monthly bank reconciliation for consolidated revenue and operating accounts
- Reconciling the cash book to bank statements and bank confirmations
- Receiver of public monies and revenue collection account control
- Trust account opening, monitoring, closure and revocation
- Cash-based IPSAS presentation and disclosure
- Planning a phased transition towards accrual IPSAS
- Investment registers and valuation of state equity holdings
- Public debt records and reconciliation with debt recording systems
- Government guarantee registers and contingent liability disclosure
- Payroll reconciliation between payroll systems, ledger and bank
- IFMS user access, segregation of duties and audit trails
- Treasury single account principles and cash pooling
- Year-end closing timetables and cut-off procedures
- Action plans that move an audit opinion from disclaimer towards unmodified
The result is a finance team that can prove its balances, explain every variance and give the supreme audit institution what it needs on time.
The Growing Importance of Public Accounts Reconciliation
Reliable public accounts are the base for fiscal policy. Papua New Guinea’s budget repair effort aims for a balanced budget in 2027, and the IMF has tied its support to fiscal consolidation, revenue reform and better public investment. A deficit target is only credible if receipts, payments and cash balances can be reconciled and reported promptly. The 2019 Public Accounts reached the Auditor-General only in November 2022, which shows how long the cycle can stretch when reconciliations are not done month by month.
Reforms already under way raise the stakes. The Department of Finance told the Auditor-General that the Public Accounts would be prepared on a cash basis IPSAS from 2023, and the Auditor-General recommended a financial instruction on IPSAS compliance and an amendment to require submission by 31 March each year. The IFMS, built on Technology One software and rolled out to national agencies from 2017 and to provincial and district finance offices in 2018, gives a single ledger that can support these goals if its controls are used well. The World Bank’s US$150 million budget support approved in December 2025, with tax and state-owned enterprise dividend reforms, adds further reporting expectations.
Организациям все больше нужны специалисты, способные:
- Completing bank reconciliations within ten working days of month end
- Clearing old reconciling items rather than carrying them forward
- Tracing receipts from collection point to consolidated revenue
- Maintaining a complete, current trust account register
- Preparing financial statements that meet cash-basis IPSAS
- Reconciling payroll costs to the ledger and bank
- Designing year-end closing instructions and timetables
- Responding to audit queries with evidence, not explanations
- Turning audit recommendations into tracked action plans
Strong public accounts systems help organisations:
- Know their true cash position every month
- Reduce the risk of fraud and unauthorised payments
- Support credible deficit and debt targets
- Give parliament timely and reliable reports
- Manage contingent liabilities before they crystallise
- Build confidence among financing partners and investors
- Prepare the ground for accrual accounting
Reconciliation is not a back-office task. It is the control that tells a government whether its money is where its books say it is.

1. Since when had PNG's main Receiver of Public Monies account not been reconciled, according to the 2019 audit?
The Auditor-General reported that the main Receiver of Public Monies account had not been reconciled since 2015, and only 2 of 34 subsidiary reconciliations were provided.
2. How many active trust accounts did the reconciliation register show, against 311 reported in Statement C?
The register showed 381 active trust accounts, 70 more than reported; seven accounts were overdrawn by K29.83 million.
3. What did the Auditor-General recommend about the deadline for submitting the Public Accounts for audit?
Recommendation 2 calls for amending the Public Finances (Management) Act so the accounts are submitted by 31 March, allowing audit and reporting by 30 June.

First Day | Public accounts, IPSAS and audit opinions
- Purpose and users of government public accounts
- Cash-basis IPSAS: required statements and disclosures
- Accrual IPSAS: what changes and what stays the same
- Legal framework: finance acts, instructions and deadlines
- Types of audit opinion and what drives a disclaimer
- Reading an audit report as a diagnostic tool
- Papua New Guinea 2019 Public Accounts: summary of the main findings
- Setting a reporting calendar that meets a 31 March submission
Workshop: Mapping an Audit Report to Control Failures
Teams take the main findings of the Auditor-General’s report on the 2019 Public Accounts and map each one to the statement it affects, the control that failed and the unit responsible. They rank findings by effect on the opinion and identify the five fixes that would most improve the next audit. The map becomes the backbone for the rest of the week.
Second Day | Bank, cash book and receiver reconciliation
- Bank reconciliation method: steps, evidence and sign-off
- Bank confirmations and how auditors use them
- Classifying reconciling items: timing, error and unexplained
- Clearing old items: investigation, write-off and approval
- Receiver of public monies and collection account flows
- Subsidiary and drawing accounts: monthly reconciliation routine
- Reconciling Statement A cash to the bank: a worked case
- Escalation rules when reconciliations fall behind
Workshop: Closing a Multi-Year Cash Gap
Using a training data set modelled on a large unexplained difference between reported cash and bank confirmations, teams rebuild the reconciliation for one year, separate timing items from errors, and design a catch-up plan for older years. They agree how far back to reconcile, what evidence the auditor will accept and how to report the residual balance transparently.
Third Day | Trust accounts, advances and payroll
- Trust account purpose, legal basis and approval rules
- Building a complete trust account register
- Reconciling the register, the ledger and the bank
- Overdrawn trust accounts: causes, prevention and correction
- Dormant and revoked accounts: closure and removal from IFMS
- Evidence of existence and accuracy for audit
- Advances and imprest: issue, acquittal and recovery
- Payroll reconciliation: payroll system, ledger and bank
Case Study: Bringing Trust Accounts Under Control
Participants work on a register in which the number of active accounts differs from the number reported, several accounts are overdrawn and others lack supporting records. They reconcile the lists, propose closures and transfers, and draft a trust account instruction setting ownership, monthly reporting and a sanction for overdrawing. The case draws on issues reported in Papua New Guinea’s 2019 audit.
Fourth Day | Investments, debt and guarantee registers
- State investments: recognition, measurement and disclosure
- Using company and SOE financial statements as evidence
- Correcting overstated balances and prior-period errors
- Public debt statement and the debt recording system
- Monthly reconciliation of debt records, ledger and creditor statements
- Government guarantees: approval, recording and monitoring
- Designing a guarantee register and its data fields
- Contingent liability disclosure and fiscal risk statements
Workshop: Designing a Guarantees and Investments Register
Teams design a register for government guarantees and equity investments, define the data owner for each field, and test it against a sample of guarantees, loan agreements and company accounts. They then reconcile a debt statement to a debt recording system extract and document the steps needed to explain a large difference before the auditor arrives.
Fifth Day | IFMS, single account and audit response
- IFMS controls: access, approvals and segregation of duties
- Audit trails, exception reports and month-end checklists
- Treasury single account principles and bank account rationalisation
- Cash forecasting and management of idle balances
- Year-end closing: instructions, cut-off and accruals for disclosure
- Preparing the audit file and answering audit queries
- Responding to a disclaimer: action plan, owners and milestones
- Roadmap from cash-basis to accrual IPSAS
Capstone Exercise: A Two-Year Plan from Disclaimer to Opinion
Each team prepares a two-year plan for a finance ministry that has received a disclaimer. The plan covers reconciliations to clear, registers to build, IFMS controls to switch on, staffing, a year-end timetable and a reporting schedule to the audit office. Teams present to a panel acting as the Auditor-General and the financing partners, and revise the plan after feedback.
Public Accounts Reconciliation Training Methodology
The programme is practical and evidence-based. Short technical inputs are followed by hands-on work with ledgers, bank statements, registers and audit findings, so that participants practise the exact tasks they perform at home.

Региональная актуальность и применение
Тихоокеанский регион
Papua New Guinea is the reference case for this programme. The Auditor-General’s report on the 2019 Public Accounts describes unreconciled cash and bank balances, a receiver account not reconciled since 2015, gaps in the trust account register, overstated investments, unexplained debt differences, no guarantee register and payroll costs of K5.31 billion, about 19% of K26.4 billion of spending, that most of the 25 audited agencies did not reconcile. Australia’s support through the Australia–PNG Economic Partnership has included a review of Department of Finance systems needs against IFMS gaps and advisory work on public accounts quality and IPSAS. Our analysis of the PNG Auditor-General public accounts report explains the findings in more detail.
Азия
Across Asia, governments are moving from cash to accrual accounting at different speeds and many are consolidating bank accounts into treasury single accounts. The tools in this programme, monthly reconciliation, registers and IFMS controls, are the foundation for any of those reforms. Singapore offers a view of a mature system with central accounting services and timely audit.
Африка
Many African treasuries report similar issues, including unreconciled bank accounts and late submission of accounts for audit. The methods taught here apply directly.
Wherever participants come from, the lesson is the same: a reliable audit opinion follows from routine reconciliations and complete registers, kept every month.
Профиль принимающей страны – Сингапур
Singapore is a compact, well-connected city-state and a regular venue for public finance learning in Asia. Its safe, efficient environment allows participants to focus on the programme, and its public institutions publish clear information about how government finances are accounted for and audited.
Singapore is a useful benchmark for public accounts. The Accountant-General’s Department, part of the Ministry of Finance, prepares the Government Financial Statements, manages the whole-of-government balance sheet, establishes accounting standards for statutory boards and runs shared financial systems that process government receipts and payments. For the financial year ending 31 March 2025, the Auditor-General signed an unmodified opinion on the Government Financial Statements on 26 June 2025, less than three months after year end. That timetable shows what disciplined monthly closing and reconciliation make possible.
Air Niugini has operated scheduled flights between Port Moresby and Singapore, several times a week according to published 2026 schedules, and Singapore is also reachable through other regional hubs. Visa requirements depend on nationality and can change, so participants from Papua New Guinea and other countries should check the Immigration and Checkpoints Authority’s current requirements, or ask the nearest Singapore mission, well before travel. Risalat provides invitation letters and visa advice to all registered participants.

Common Challenges in Public Accounts Reconciliation, And How This Training Helps
How can a ministry close a cash gap that has built up over several years?
The Second Day workshop shows how to separate timing items from errors, decide how far back to reconcile and report the remaining balance transparently, so the gap stops growing while older years are cleared.
How can receiver and subsidiary accounts be reconciled when records are scattered?
Second Day sessions set out a monthly routine for receiver, subsidiary and drawing accounts, with evidence requirements and escalation rules when agencies fall behind.
How can treasury stop trust accounts from being overdrawn?
The Third Day case study builds a register, monthly reporting and approval rules that block payments beyond available balances, with closure procedures for dormant and revoked accounts.
How can a government prove the value of its investments?
Fourth Day sessions use company financial statements and share records as evidence, and show how to correct overstated balances as prior-period adjustments with clear disclosure.
How can finance and treasury agree the public debt figure?
The Fourth Day workshop reconciles the debt statement to the debt recording system and creditor statements, and assigns a monthly owner for every difference.
How can a guarantee register be built when none exists?
Participants design the register fields, data owners and approval links on the Fourth Day, and test them against sample guarantee agreements.
How can IFMS controls prevent errors rather than record them?
The Fifth Day covers user access, approvals, exception reports and month-end checklists that catch problems before they reach the annual accounts.
How should a finance ministry respond to a disclaimer of opinion?
The Fifth Day capstone builds a two-year, costed plan with owners and milestones, agreed in principle with the audit office, that moves the accounts step by step towards an opinion.
