Descripción del programa

Most of the value in a public contract is won or lost after signature. A well-run tender can still end in late delivery, disputed variations, unpaid claims or a terminated contractor if no one is managing the agreement day to day. Effective Contract Management Training in Manama is a five-day programme for the people who carry that responsibility: contract managers, project engineers, procurement officers and the finance and legal staff who support them.

Research published by World Commerce & Contracting in 2025 estimates that organisations lose close to 9% of contract value each year through weak contract management, with the best performers losing around 3% and the weakest 15% or more. The causes are familiar to any project team: cost overruns, scope disputes, invoicing errors, missed entitlements and contract data scattered across many systems.

Public bodies face the same risks with added accountability. Bahrain’s own experience shows why: the Ministry of Works reported that 42 of 79 road projects delivered between 2015 and 2019 finished behind schedule, citing utility clashes, design changes, scope additions and permit delays. These are contract management issues as much as engineering ones, and they recur in donor-financed projects across Africa, Asia and the Middle East.

The programme follows the full contract life cycle: planning and risk allocation, contract start-up, performance and payment control, variations and claims, disputes, termination and close-out. It draws on the World Bank’s Contract Management Practice guidance (second edition, 2024), the Procurement Regulations for IPF Borrowers (September 2025 edition), the FIDIC 2017 contracts as reprinted in 2022, and Bahrain’s updated tender law.

Participants work on real contract documents, build a Contract Management Plan with key performance indicators, and practise notices, variation pricing and dispute escalation in structured exercises.

El programa fortalece la capacidad institucional en

  • Contract Management Plans aligned with World Bank 2024 guidance
  • Risk identification and allocation before contract signature
  • Selecting contract types and payment mechanisms
  • Drafting clear scope, deliverables and acceptance criteria
  • Contract start-up, mobilisation and kick-off meetings
  • Key performance indicators and performance reviews
  • Time control, programme updates and delay analysis
  • Cost control, interim payments and price adjustment
  • Quality assurance, inspection and acceptance
  • Change control and variation pricing
  • Notices, claims and time bars under FIDIC 2017
  • Value engineering proposals
  • Supplier relationship management
  • Dispute avoidance, adjudication and DAAB procedures
  • Mediation, expert determination and arbitration options
  • Remedies, liquidated damages and performance security
  • Suspension and termination for default

  • Contract close-out, final accounts and lessons learned
  • Fraud and corruption red flags during execution

The result is a team that treats the signed contract as a management tool, not a file in a cabinet, and that can show auditors and financiers a clear record of every decision taken.

The Growing Importance of Effective Contract Management

Contract volumes are rising across the Gulf. Bahrain’s Tender Board reported awards of more than BD2.1 billion in 2024, a 25% increase in value, across 2,032 tenders and auctions, with 86.9% of tenders issued through its e-tendering system. The government’s Strategic Projects Plan, announced in 2021 with more than USD 30 billion of signature projects including a metro network and a new causeway to Saudi Arabia, will add large, multi-year contracts that need disciplined administration.

The legal framework is also moving. Law No. 30 of 2026, issued in June 2026, amended Decree-Law No. 36 of 2002 on government tenders. It raised the value of procedures that entities may run themselves, allowed regulated negotiation with bidders in defined cases, and modernised public auctions, while keeping the oversight role of the Tender Board and the National Audit Office. Financiers have updated their rules too: the World Bank issued the seventh edition of its Procurement Regulations in September 2025.

Las organizaciones necesitan cada vez más profesionales capaces de:

  • Preparing a Contract Management Plan at the procurement stage
  • Reading and applying FIDIC, World Bank and national contract conditions
  • Allocating risk in a way contractors can price
  • Setting measurable KPIs and service levels
  • Running structured progress and performance meetings
  • Checking payment applications against measured work
  • Assessing extension of time and cost claims fairly
  • Pricing and approving variations within delegated authority
  • Issuing and responding to contractual notices on time
  • Managing performance securities and retention
  • Escalating disputes through the right contractual route
  • Keeping records that satisfy auditors and financiers
  • Closing contracts and capturing lessons for future tenders

Unos sistemas sólidos de gestión de contratos ayudan a las organizaciones a:

  • Deliver projects closer to the approved time and budget
  • Reduce value lost to overpayment and missed entitlements
  • Avoid costly disputes and arbitration
  • Protect public funds and pass audit reviews
  • Build better relationships with capable suppliers
  • Respond quickly to legitimate changes in scope
  • Meet financier requirements on fiduciary control
  • Improve the quality of future tender documents
  • Reforzar la transparencia y la rendición de cuentas

Bahrain’s parliament, reviewing the National Audit Office’s 2024–2025 findings in March 2026, called for closer checks of actual project spending against approved amounts and criticised delays on some service projects. That emphasis on follow-through after award is exactly where contract managers make the difference.

First Day | Contract Life Cycle and Legal Framework

  • Why value is lost after award: evidence from WorldCC research
  • The contract manager’s role, authority and responsibilities
  • Bahrain’s Decree-Law No. 36 of 2002 and Law No. 30 of 2026 changes
  • The Tender Board, e-tendering and oversight bodies
  • World Bank Procurement Regulations, September 2025 edition
  • Contract types: lump sum, remeasurement, cost-plus, framework
  • Performance-based and output-based contracting
  • Structure of FIDIC 2017 Red, Yellow and Silver Books
  • Mapping stakeholders and contract relationships

Workshop: Mapping a Contract’s Life Cycle Risks

Teams take a sample works contract and map every stage from award to final certificate. For each stage they identify who acts, what document records the action and where value could leak. Results are compared with the causes of delay reported for Bahrain’s road programme, such as utility clashes and late permits, and each team agrees three controls to add to its own process.

Second Day | Planning, Risk Allocation and Start-Up

  • Contract Management Plan: purpose, timing and contents
  • Building a contract risk register
  • The risk-sharing continuum and who should carry each risk
  • Drafting clear scope, specifications and acceptance criteria
  • General and particular conditions: what to check
  • Performance security, advance payment and insurance
  • Contract start-up: site access, permits and mobilisation
  • Kick-off meetings and communication protocols
  • Setting KPIs and a reporting calendar

Workshop: Drafting a Contract Management Plan

Using the structure of the World Bank’s 2024 sample plan, each team drafts a Contract Management Plan for a road rehabilitation contract. The plan names the roles, sets five to eight KPIs, lists key dates and notice periods, and records the top ten risks with owners and responses. Facilitators review the drafts for gaps such as missing permit responsibilities or unclear acceptance tests.

Third Day | Performance, Payment and Change Control

  • Progress monitoring and programme updates
  • Measuring and certifying work for payment
  • Price adjustment and its practical application
  • Quality inspection, testing and non-conformance
  • Change management procedures and delegated authority
  • Valuing variations: rates, prices and fair valuation
  • Value engineering proposals and how to assess them
  • Supplier performance reviews and corrective actions
  • Contract records and document control

Case Study: Variation Requests on an Urban Infrastructure Contract

This illustrative case is built on the delay causes publicly reported for Bahrain’s road projects: unmapped utilities, design changes requested by other agencies and additions to scope. Participants receive three variation requests, check them against the contract, value them using contract rates, and decide which need higher approval. They then draft the instruction letter and update the cost forecast.

Fourth Day | Claims, Remedies and Dispute Resolution

  • Notices and time bars in FIDIC 2017 and the 2022 reprint
  • Separating claims from Engineer determinations
  • Extension of time and delay analysis basics
  • Evaluating cost claims and supporting records
  • Liquidated damages, set-off and withholding
  • Suspension, termination for default and step-in
  • Force majeure, limitation and exclusion of liability
  • Dispute Avoidance and Adjudication Boards (DAAB)
  • Mediation, expert determination and arbitration
  • Fraud and corruption indicators during execution

Workshop: Claim and Response Simulation

Half the group acts as a contractor submitting an extension of time and cost claim; the other half acts as the employer’s team. Each side must follow notice periods, support its position with records and reach a determination or a negotiated outcome. Facilitators then show how the same dispute would move to a DAAB and what evidence would decide it.

Fifth Day | Close-Out and Institutional Improvement

  • Taking-over, defects notification and final inspection
  • Final accounts, retention release and securities
  • Evaluación del desempeño de los contratistas
  • Contract close-out checklist and archiving
  • Lessons learned and feedback to future tenders
  • Digital contract management tools and dashboards
  • Preparing for audit review of contracts
  • Building a contract management function and procedures
  • Personal action plans for each participant

Capstone Exercise: Contract Health Review and Improvement Plan

Each team reviews a live or recent contract from its own organisation, or a provided case file, using a contract health checklist covering planning, performance, changes, claims and records. Teams score the contract, identify the three weakest areas and present a 90-day improvement plan to a panel acting as senior management, which questions the costs, risks and owners.

Pertinencia y aplicación regionales

Oriente Medio

Gulf governments are delivering large infrastructure and services pipelines under national tender laws that are being updated, as Bahrain’s 2026 amendments show. Contract managers need to apply these rules alongside FIDIC-based conditions that are common in the region’s works contracts.

África

Many African ministries and PIUs manage contracts under World Bank, AfDB and other financier rules. The World Bank’s 2024 guidance and the September 2025 Regulations set expectations for contract management plans, KPIs and records that teams must meet during implementation reviews.

Asia

Across South and Central Asia, large transport, energy and urban contracts often use FIDIC conditions and international contractors. Notices, claims and DAAB procedures are where projects most often lose time and money, and they are a core part of this programme.

Europa

European public buyers increasingly focus on performance after award, supplier relationships and digital contract data, which mirrors the value erosion evidence from WorldCC research and gives participants a useful comparison.

Participants from different regions bring different laws but similar problems, which makes the exchange of practice one of the most useful parts of the week.

Perfil del país anfitrión: Baréin

Manama is the capital and commercial centre of the Kingdom of Bahrain, a high-income Gulf economy with a long history as a trading and financial hub. The city offers modern business hotels and conference facilities, a compact layout and short travel times, which suit an intensive five-day programme.

Bahrain is a useful benchmark for contract management. Its central Tender Board publishes annual performance data, runs an e-tendering system used for most tenders, and reported strong growth in registered suppliers in 2024. The 2026 amendments to the tender law, the Strategic Projects Plan and parliamentary follow-up of audit findings give participants a live example of how a government updates its rules and oversight while delivering a large project pipeline.

Bahrain International Airport has direct flights to many cities in the Gulf, South Asia, Europe and Africa, and the King Fahd Causeway links the country to Saudi Arabia by road. Many nationalities can obtain an eVisa or a visa on arrival; requirements depend on nationality, so participants should check the official Bahrain eVisa service, and Risalat provides visa support letters on request.

Common Challenges in Contract Management, And How This Training Helps

How can we stop value leaking after the contract is signed?

Most leakage comes from weak planning and poor follow-up rather than from the tender itself. Day 2 builds a Contract Management Plan with KPIs and risk owners, and Day 5 adds a health check to catch problems early.

How should we handle frequent design changes and scope additions?

Day 3 sets out a change control procedure with delegated authority and fair valuation methods, practised on variation requests modelled on the delay causes reported for Bahrain’s road projects.

How do we respond to contractor claims without losing time or money?

Day 4 covers notices, time bars, delay analysis and cost evaluation, and the claim simulation lets participants practise both sides of a real negotiation.

How can we apply the 2026 changes to Bahrain’s tender law?

Day 1 explains the main changes in Law No. 30 of 2026, including entity thresholds and regulated negotiation, and how they affect contract planning and records.

How do we meet World Bank expectations during implementation reviews?

Days 1 and 2 align participants’ practice with the September 2025 Procurement Regulations and the 2024 contract management guidance, including plans, KPIs and documentation.

How can we avoid disputes going to arbitration?

Day 4 shows how early warnings, proper determinations and DAAB procedures settle most disagreements before they become formal disputes.

How do we prepare contract files that pass an audit?

Days 3 and 5 cover document control, payment evidence and close-out records, so that every decision can be traced and explained to auditors.
