Donor Procurement Rules Readiness Assessment (WB 2025, EBRD 2026, EU PRAG 2025)

Donor procurement rules changed again. The World Bank issued the seventh edition of its Procurement Regulations for IPF Borrowers in September 2025 with new two-envelope bidding documents, EBRD's new Procurement Policies and Rules apply from 1 September 2026, and the European Commission introduced PRAG 2025 in January 2025. This assessment checks value for money, rated criteria, sustainability, SEA/SH, e-procurement, contract management and integrity, so you know what to update in your procedures and templates. This is a real readiness tool: each question is drawn from the current official texts listed under "Based on", and Risalat's guideline monitor re-checks those sources every two weeks so the questions follow new editions.

Questions

Which World Bank Procurement Regulations apply to my project?

The edition named in your project's legal agreement. A project signed under an earlier edition keeps it unless the agreement is amended, so files can follow different editions.

What is new in EBRD's 2026 rules?

EBRD's Procurement Policies and Rules apply from 1 September 2026 and replace the 2022 version. They give more weight to quality and sustainability, for example rated criteria of at least half the score on large public contracts above set thresholds, and require early market engagement for big contracts. Operations approved earlier stay under the 2022 rules unless the client and the Bank agree otherwise.

What is the SEA/SH disqualification mechanism?

Under the World Bank Regulations, a firm that fails its contractual sexual exploitation and abuse or sexual harassment obligations can be disqualified from Bank-financed contracts for two years. Some bidding documents are issued with and some without this mechanism.

Does PRAG apply to EU grant beneficiaries?

PRAG governs procurement and grants in EU external actions. Grant beneficiaries usually follow the procurement rules in Annex IV of their grant contract, which is based on PRAG.
