Climate Finance Proposal Readiness Assessment

This is a real readiness tool built on the Green Climate Fund's six investment criteria (investment framework for GCF-2, decision B.37/20, applicable from 1 January 2024) and the annexes the GCF asks for with a funding proposal. Answer 24 questions about your concept to see how a reviewer is likely to read it, which criteria are weak, and which proposal documents are still missing. Risalat's guideline monitor re-checks the GCF and Adaptation Fund sources every month.

  • 15 min
  • Free
  • Sources checked October 2026

Who it is for

  • National designated authority (NDA) and focal point teams
  • Accredited and direct access entities preparing funding proposals
  • Ministries, utilities and municipalities with climate projects
  • NGOs and project developers working with an accredited entity
  • Consultants preparing concept notes and feasibility studies

What you get

  • A readiness score for each GCF investment criterion
  • The proposal annexes you still need, in the order reviewers expect them
  • A 90-day plan to strengthen the weakest criteria
  • Programmes and support that build proposal skills

How this tool works

Built on
GCF investment framework (six investment criteria); GCF project approval process: funding proposal template and annexes; GCF gender assessment and action plan (Annex 8 template)
Scoring
Each answer scores from 0 (not in place) to 4 (fully in place). An area's score is the points earned as a share of the maximum for the questions you answered; the overall score is the average of the areas. Bands: Concept stage 0–39%, Developing proposal 40–69%, Near submission 70–100%.
Limitations
Results depend on the information you enter and are not verified by Risalat. This tool does not replace MAPS, PEFA, World Bank or other formal assessment methodologies, or an independent review.
Your data
What you type stays in your browser unless you save it to a free account. We receive your name, email and summary only when you open your results.

Team or organisation
With a free account you can invite colleagues from each department to answer the same questions. You get a consolidated dashboard: scores by area and department, where colleagues disagree, priority gaps and an action plan. Anonymous mode hides names and groups departments with fewer than 3 responses.

Questions

Which criteria does this tool use?

The Green Climate Fund's six investment criteria: impact potential, paradigm-shift potential, sustainable development potential, needs of the recipient, country ownership, and efficiency and effectiveness, plus the proposal annexes the GCF asks for.

Does a high score mean my proposal will be approved?

No. The score shows how complete your preparation is against published criteria. Approval depends on the fund's review, the Board and your accredited entity.

Is it useful for the Adaptation Fund or other funds?

Yes, as a preparation check. Most climate funds look at similar questions: climate rationale, country ownership, cost-effectiveness, safeguards and gender. Check each fund's own template before you submit.
