Institutional Capacity Development Planner
Describe your institution, its departments and the competency gaps each one faces. The planner turns them into a 2027 capacity development plan: priority gap, intervention, owner, quarter and progress indicator for every department, with matching Risalat programmes. Invite department heads to fill their part, add results from your other Risalat tools, then edit, export and share the plan.

How this tool works
- Built on

- Scoring
- No score. Each gap you enter is matched to an intervention and a progress indicator from Risalat's capacity development library by topic, and placed in a quarter by priority. You can edit every line.
- Limitations
- Results depend on the information you enter and are not verified by Risalat. This tool does not replace MAPS, PEFA, World Bank or other formal assessment methodologies, or an independent review.

Questions
What is a capacity development plan?
A plan that lists the priority skills and systems gaps of each department, the intervention that will close each gap, who owns it, when it happens and how progress will be measured.
How does team mode work?
Signed-in users create a team and share an invite link. Each department head opens the link, adds their department and gaps, and sends their part. The team owner adds all parts to the plan with one click.
Can I use results from other tools?
Yes. If you are signed in, results you saved from other Risalat tools and diagnostics with a score below 70% appear as suggested gaps you can add to a department.
