Descripción del programa

Human resource management covers how an organisation plans, recruits, pays, develops and manages its people, and how it keeps the records that make all of this accountable. Done well, it turns strategy into staffing decisions; done poorly, it shows up as unclear roles, payroll errors, weak performance and audit findings.

Public and private employers in Asia are modernising HR at the same time. In Cambodia, the World Bank reports that public sector HR and payroll still depend heavily on manual, paper-based processes, and it has helped the Ministry of Civil Service prepare a roadmap for a full Human Resource Management Information System (HRMIS), with recruitment and performance management modules phased in over time.

The government’s Action Plan 2024–2025 for key public administration reform measures focuses on three things HR teams recognise: transparent, merit-based recruitment; institutional discipline, ethics and professionalism; and an incentive system that rewards performance. A civil service census, reported in 2025, asked ministries to verify staff records and digitise personnel databases.

Private employers face their own changes: seniority payments under the 2018 amendment to the Labour Law, mandatory pension contributions through the National Social Security Fund since October 2022, and annual minimum wage decisions for the garment, footwear and travel goods sector.

This five-day HR Management and Administration Training in Phnom Penh gives HR officers and administrators a practical toolkit: HR strategy and situation analysis, organisation structure and culture, workforce planning, job descriptions and grading, policies and employee handbooks, records management, HR information systems and performance measurement. A study tour at the end of the week links the content to working practice.

The Growing Importance of HR Management and Administration

Payroll is one of the largest items in any budget, and in the public sector it is often the largest. The World Bank notes that a modern HRMIS can check that the wage bill matches the approved budget, link pay to performance and give finance ministries reliable data on allowances and pensions. That only works if HR records are accurate and HR staff can manage digital processes.

Skills are a second driver. The World Bank’s Skills for Better Jobs Project (P179159), approved in 2024 with a US$40 million credit and implemented by the Ministry of Labour and Vocational Training and the Skills Development Fund, aims to bring employers more closely into training design. ADB has also financed technical and vocational training reform in Cambodia. Both depend on HR teams that can analyse skills needs and plan development.

Finally, compliance is more demanding. Seniority payments, pension contributions and minimum wage changes all require clean records and well-designed payroll procedures.

Las organizaciones necesitan cada vez más profesionales capaces de:

  • Linking HR plans to organisational strategy and budget
  • Running a structured HR situation analysis
  • Designing roles, structures and reporting lines
  • Writing clear job descriptions and competency profiles
  • Building fair grading and pay structures
  • Running transparent, merit-based recruitment
  • Maintaining complete, accurate personnel files
  • Verifying headcount and payroll data
  • Preparing for and using an HR information system
  • Setting performance standards and conducting appraisals
  • Applying labour law and social security rules correctly
  • Reporting HR metrics to management

Strong HR management and administration systems help organisations:

  • Control payroll costs and avoid ghost or duplicate records
  • Recruit and keep the right people
  • Reduce disputes through clear policies and documentation
  • Improve accountability for results
  • Pass audits and donor reviews with fewer findings
  • Plan skills development based on evidence
  • Make faster, data-based staffing decisions
  • Build a culture of professionalism and service

For project implementation units, HR administration also affects delivery: financiers expect clear terms of reference, documented recruitment and reliable timesheets for every staff member paid from project funds.

First Day | HR Function, Strategy and Situation Analysis

  • The concept and scope of human resource management
  • HR roles: administrator, business partner and change agent
  • Setting HR strategic and operational goals and objectives
  • Internal HR situation analysis: people, processes, systems
  • External analysis: labour market, law and reform agenda
  • Pinpointing HR key success factors
  • Public administration reform priorities in recruitment, ethics and incentives
  • Stakeholder mapping for HR initiatives
  • Using a free capacity diagnostic as a baseline

Workshop: HR Situation Analysis for Your Institution

Participants complete a structured analysis of their own HR unit, covering staffing, processes, systems and compliance. They identify strengths, gaps and external pressures such as reform plans or new legal requirements, then agree three priority goals. Groups share results and test whether each goal is specific, measurable and linked to the organisation’s mandate.

Second Day | Structure, Culture, Workforce Planning and Jobs

  • Determining the right organisation structure
  • Spans of control, reporting lines and duplication
  • Developing the desired organisational culture
  • Aligning culture with structure
  • Planificación de la plantilla y control de puestos
  • Determining the right number of personnel
  • Job analysis methods
  • Writing job descriptions and job performance standards
  • Competency profiles for key roles

Workshop: From Structure to Job Descriptions

Teams receive a simplified organogram of a ministry department and a project unit with overlapping roles. They redesign the structure, estimate staffing needs from workload data and write two job descriptions with performance standards and competency profiles. Facilitators review drafts against a quality checklist used later in the programme.

Third Day | Grading, Pay, Policies and Handbooks

  • Job evaluation methods
  • Designing job grades and salary structures
  • Allowances, benefits and pay transparency
  • Labour law essentials: contracts, seniority payments, leave
  • Social security and pension contribution administration
  • Developing fitting HR policies, systems and procedures
  • Developing an employee handbook
  • Code of conduct, discipline and grievance procedures
  • Orientation packages: documents for new hires

Case Study: Building a Fair Grading Structure

Using sample job data, groups evaluate eight positions, place them in grades and build a simple salary range. They test the result for internal equity and compliance with sample legal requirements, such as seniority payments and minimum wage rules, then draft the policy clauses that explain how staff move between grades.

Fourth Day | Documentation, Records and HR Information Systems

  • Purpose and objectives of record keeping
  • Employee files: legal documents to maintain
  • Personnel file standards and retention periods
  • Confidentiality and personal data protection
  • Headcount verification and payroll reconciliation
  • Lessons from civil service census and record verification
  • Functions and features of HR information systems
  • HRMIS roadmaps: phased modules and change management
  • Digitising personnel records step by step

Case Study: Phasing an HRMIS Roadmap

Drawing on the World Bank’s account of Cambodia’s HRMIS modernisation, teams prioritise modules for a fictional institution with paper records and a basic payroll system. They decide the order of implementation, the data clean-up needed, the change management steps and the risks, and present a one-page roadmap with quick wins and longer-term goals.

Fifth Day | Performance, Planning, Budgets and Action Plans

  • Development of HR performance measurement systems
  • Setting individual objectives and performance standards
  • Métodos de evaluación del desempeño y calibración
  • Linking performance to incentives and development
  • Training needs analysis and learning plans
  • Preparing the HR strategic plan and annual operational plan
  • HR budgeting and cost control
  • HR metrics, monitoring and control dashboards
  • Study tour and reflection session

Capstone Exercise: HR Improvement Plan and Budget

Each participant completes an HR improvement plan for their institution, combining the situation analysis, structure, policy, records and performance tools from the week. The plan includes objectives, actions, responsibilities, a simple budget and monitoring indicators. Peers review each plan and the facilitator gives written feedback for the programme report.

HR Management and Administration Training Methodology

The programme puts practical application first, with short inputs followed by exercises based on participants’ own HR challenges.

El programa combina:

  • Short presentations with open discussion
  • Case studies from public sector and project settings
  • Individual assignments using participants’ own documents
  • Group exercises on structure and job design
  • Job evaluation and grading practice

  • Records and payroll reconciliation exercises
  • HRMIS roadmap planning
  • Performance appraisal role plays
  • Video demonstrations of HR practice
  • Peer learning across sectors and countries
  • A study tour at the end of the week

Participants are invited to bring anonymised job descriptions, policies or organograms so exercises reflect their real work.

Before attending, institutions can use Risalat’s free training needs assessment to focus each participant’s learning goals.

Visitas técnicas y programa en terreno

The programme ends with a practical study tour that helps participants see how HR and administration functions are organised in a working institution in Phnom Penh, and discuss practice with HR professionals.

The study tour may cover HR operations, records management or HR systems in a public, private or development organisation. Visits are confirmed with host organisations ahead of the programme, and a reflection session afterwards links observations to each participant’s improvement plan.

Pertinencia y aplicación regionales

Asia

Across Asia, civil service reform and digital government are moving HR from paper to systems. Cambodia’s HRMIS roadmap, civil service census and 2024–2025 reform action plan are typical of reforms that need HR staff able to clean data, redesign processes and manage change.

África

Many African governments are reforming payroll and HR records to control wage bills and remove irregular entries, often with World Bank support. The records, reconciliation and HRMIS sessions apply directly to these efforts.

Oriente Medio

Public sector modernisation and workforce nationalisation policies in the Middle East place high demands on workforce planning, competency frameworks and performance management, all covered in depth.

Europa

Organisations in Europe and Central Asia working with donor-funded projects can use the programme to align job design, grading and documentation with financier requirements.

In every region the core lesson is the same: reliable records and clear roles are the foundation for fair pay, good performance and public trust.

Perfil del país anfitrión: Camboya

Phnom Penh, Cambodia’s capital, is home to government ministries, development partners, international organisations and a growing private sector. It is compact, affordable and easy to move around, which suits a focused week of learning.

Cambodia is a useful HR benchmark because public and private employment rules are changing at the same time. The Ministry of Civil Service is phasing in a modern HRMIS and implementing reforms on merit-based recruitment and performance incentives; the Labour Law was amended in 2018 to require regular seniority payments; the National Social Security Fund pension scheme began in October 2022; and the minimum wage for the garment, footwear and travel goods sector, which employs about 1.1 million workers, rises to US$212 a month from January 2027. The ILO and Cambodia’s tripartite partners are implementing a Decent Work Country Programme for 2024–2028.
