Community Benefits Plan Builder

Large projects earn and keep their social licence when the people most affected see real benefits, on top of mitigation and compensation. List the communities and groups, how strongly they are affected, their concerns and the benefit measures for each. The builder produces a who-gets-what matrix, a plan with indicators, budgets and owners, and a gap check based on international standards: highly affected groups with too little, vulnerable groups without a measure designed for them, displaced households without livelihood restoration, and missing grievance or monitoring arrangements.

Who it is for

  • Community relations and social performance teams
  • E&S and stakeholder engagement specialists in PIUs
  • Developers and contractors on giga-projects
  • Local government and community liaison officers

What you get

  • A who-gets-what matrix by group and benefit type
  • A benefits plan with indicators, budget, owner and timing
  • A gap check against IFC PS and World Bank ESS principles
  • Sections for grievance, participation and monitoring

How this tool works

Built on
IFC Performance Standards 1, 5 and 7, World Bank ESS1, ESS5, ESS7 and ESS10, and good practice in community investment and benefit sharing.
Scoring
The score is the share of checks passed: every group has a measure, highly affected groups have at least two, vulnerable and Indigenous groups have a dedicated measure, displaced households have livelihood restoration, every measure has an indicator, owner and budget, and grievance, participation and monitoring are described.
Limitations
The checks test the structure of the plan, not whether the benefits are adequate. That needs consultation with the communities themselves.

Questions

Is a benefits plan the same as a resettlement plan?

No. Compensation and livelihood restoration for people who lose land or income are obligations under the standards. Benefits come on top, to share the project's value with host communities.

Who should be in the plan?

Directly affected and host communities, vulnerable groups (for example women-headed households, elderly people, people with disabilities, youth), Indigenous Peoples where present, and displaced households.

Can I use it with the stakeholder engagement plan?

Yes. Use the Stakeholder Engagement Plan Builder for engagement methods and timing, and this tool for benefits and measures.
