Local Content and ICV Calculator

Local content and in-country value (ICV) targets are now standard on giga-projects, energy developments and many government programmes. Enter planned spend by category with the share spent in-country, and your workforce by job family with the number of nationals. The calculator shows the weighted local share, the gap to your targets in money and people, the categories with the biggest opportunity, practical levers for each, and a year-by-year trajectory.

How this tool works

Built on
Spend-weighted local share and headcount-based nationalisation, the two core measures used by most local content and in-country value schemes, with lever libraries by spend category.
Scoring
The score is the average of: local spend share as a percentage of your target, and nationals as a percentage of your workforce target (each capped at 100%). Without targets, the score is the local spend share.
Limitations
The tool does not apply any one country's official formula. Results depend on the figures you enter.

Questions

What counts as "local" spend?

It depends on your rules: some count spend with locally registered firms, others count value added in-country, and many treat imported goods sold by a local agent differently. Use your own definition consistently.

Can donor-financed projects require local content?

Development banks generally require open competition and do not allow local content rules that restrict it. They allow other options, such as domestic preference where the financing agreement permits, lot sizing, subcontracting plans and training requirements.

Is my data shared?

No. Everything stays in your browser unless you save it to a free account.
