Présentation du programme

Every budget starts with a forecast. Revenue estimates, spending ceilings, cash plans and investment decisions all depend on a view of the economy and of the organisation’s own activity. When forecasts are weak, budgets drift, programmes are cut mid-year and managers lose confidence in the numbers.

This five-day programme in Bishkek brings together forecasting, planning and budgeting as one connected process. It is designed for ministries, government agencies and enterprises, including state-owned companies, that want budgets which are realistic, linked to strategy and useful for managing performance during the year.

The Kyrgyz Republic offers a timely setting. In January 2026 the Cabinet of Ministers adopted Resolution No. 27, consolidating the rules on programme budgeting and budget transparency into one set covering preparation, execution, monitoring and medium-term planning. In August 2026 the Fiscal and Investment Policy Council approved the Main Directions of Fiscal Policy for 2027–2031, and a fifth national PEFA assessment is under way in 2026.

The previous PEFA assessment, finalised in 2021, scored macroeconomic and fiscal forecasting at D+ and the medium-term perspective in expenditure budgeting at C+, while noting that all republican budget spending has been presented in programmes since 2014. Its findings and the new reforms provide practical case material for participants from any country.

Participants work through the full cycle: strategic planning, forecasting methods, cost behaviour, budget preparation, variance analysis and financial strategy. Excel-based exercises run through every day, so each technique is practised, not only discussed.

The Growing Importance of Forecasting, Budgeting and Planning

Fast-changing economies put pressure on forecasts. The National Statistical Committee’s preliminary estimate shows Kyrgyz GDP growth of 11.1% in 2025, well above the 6.8% the IMF had projected in its June 2025 Article IV consultation. Surprises of this size, in either direction, change revenues, spending needs and borrowing plans, which is why sound forecasting and regular budget updates matter so much.

Development partners are supporting this work. The World Bank’s Capacity Building in Public Financial Management 2 grant (P155148) helped the Ministry of Finance develop a revenue forecasting model and user guide and trained more than 700 PFM staff, while its 2022 progress report showed expenditure outturn variance still at 14%. In July 2024 ADB approved a US$50 million first subprogramme of its Sustainable Fiscal Management and Governance Improvement programme, covering tax policy and administration, climate-sensitive and gender-responsive public financial management, and state-owned enterprise governance.

Les organisations ont de plus en plus besoin de professionnels capables de :

  • Building forecasts from clear, documented assumptions
  • Testing forecasts against actual results and learning from errors
  • Preparing medium-term budget estimates within ceilings
  • Designing programmes with measurable outputs and outcomes
  • Analysing cost behaviour to support pricing and service decisions
  • Producing master budgets and cash plans
  • Explaining variances and proposing corrective action
  • Running rolling forecasts during the year
  • Appraising capital investments with discounted cash flow
  • Assessing fiscal and financial risks with scenarios
  • Presenting budget information clearly to decision makers and the public
  • Working within budget calendars and transparency requirements

Strong forecasting and budgeting systems help organisations:

  • Keep spending close to approved budgets
  • Reduce mid-year cuts and payment arrears
  • Allocate resources to strategic priorities
  • Plan investments with full life-cycle costs
  • Control costs without damaging services
  • Manage cash and avoid liquidity shortfalls
  • Report results, not only spending
  • Build credibility with ministries of finance, boards, lenders and citizens
  • Respond quickly to economic shocks

The IMF’s 2025 Article IV consultation also urged containing fiscal deficits, reducing tax exemptions and improving state-owned enterprise governance. Each of these depends on reliable forecasts and disciplined budgets at ministry, agency and enterprise level.

First Day | Strategy, Planning Frameworks and the Budget Cycle

  • Framework for organisational planning: strategic, tactical and operational
  • Links between strategy, forecasts, plans, budgets and performance
  • Strategic analysis tools: PESTLE, Five Forces and SWOT
  • Stakeholder objectives in public bodies and enterprises
  • National planning context: the National Development Strategy 2018–2040
  • The budget calendar: forecast, ceilings, hearings and approval
  • Kyrgyz programme budgeting rules adopted in January 2026
  • PEFA as a diagnostic for planning and budgeting
  • The balanced scorecard and strategy maps

Workshop: Mapping the Planning and Budget Cycle

Teams map the planning and budget cycle of their own institution, from strategic goals to the approved budget and in-year reports. Using the 2026 Kyrgyz budget calendar as a reference, they mark where forecasts are produced, who signs them off and where links to strategy break down, then agree three priority fixes.

Second Day | Forecasting Methods for Revenue and Activity

  • Basic forecasting techniques and when to use them
  • Macroeconomic assumptions: growth, inflation and exchange rates
  • Revenue forecasting: tax bases, elasticities and policy changes
  • Trend and seasonal variation in time series
  • Moving averages and exponential smoothing
  • Forecasting with linear regression and correlation
  • Sales and demand forecasting for enterprises
  • Measuring forecast accuracy and bias
  • Documenting assumptions and forecast revisions

Case Study: Revenue Forecast Errors and Lessons

Participants analyse the revenue outturn figures reported in the 2021 Kyrgyz PEFA assessment, where actual revenue ranged from 96.2% to 106.2% of budget in 2017–2019. In Excel they build a simple trend and regression forecast for a revenue series, compare it with outturns and draft a short note on how assumptions should be documented.

Third Day | Cost Behaviour, Costing and Pricing Decisions

  • Fixed, variable, direct and indirect costs
  • Profit and cost behaviour in enterprises
  • Cost-volume-profit analysis and break-even charts
  • Absorption, standard and marginal costing
  • Comptabilité par activités (ABC) appliquée aux services et aux produits
  • Unit costs of public services
  • Value-based and cost-based pricing; cost leadership and differentiation
  • Cost reduction without loss of service quality
  • Using cost data in budget negotiations

Workshop: Costing a Service Line

Groups cost a realistic service, such as a licensing service in an agency or a product line in a state-owned enterprise, using both traditional and activity-based costing. They compare results, identify cost drivers, run a break-even analysis and prepare a short recommendation on pricing or efficiency for management.

Fourth Day | Programme Budgeting and Medium-Term Budget Frameworks

  • Objectives of budgeting and steps in preparation
  • The master budget: operating, capital and cash budgets
  • Medium-term budget frameworks and expenditure ceilings
  • Programme structures, outputs, outcomes and indicators
  • Integrating investment into medium-term plans
  • Activity-based budgeting
  • Responsibility accounting and budget holders
  • Analyse des écarts et mesures correctives
  • Rolling forecasts and in-year revisions

Workshop: Building a Programme Budget with Indicators

Participants turn a set of agency objectives into a three-year programme budget with outputs, outcome indicators and costed activities that fit within a given ceiling. They then receive mid-year actuals, carry out variance analysis and prepare a rolling forecast and revision request.

Fifth Day | Financial Strategy, Cash Flow and Investment Appraisal

  • Constraints on financial strategy for public bodies and enterprises
  • Key drivers of cash flow and working capital
  • Building cash-flow forecast models in Excel
  • Valeur temps de l'argent
  • Capital investment appraisal: NPV, IRR and payback
  • Cost of debt, cost of equity and the weighted average cost of capital
  • Choosing sources of finance and capital structure
  • Fiscal and financial risk scenarios
  • Presenting budgets and forecasts to decision makers

Capstone Exercise: Integrated Forecast and Budget Plan

Teams combine the week’s work into an integrated plan for a public body or enterprise: assumptions, revenue forecast, programme budget, cash-flow forecast and one investment appraisal, with a downside scenario. They present to a panel acting as a budget committee and receive written feedback.

Forecasting and Budgeting Training Methodology

The programme uses a participative workshop format. Short inputs are followed by Excel exercises, case studies and group discussion, so each technique is applied to realistic numbers.

Le programme associe :

Pertinence régionale & mise en application

Central Asia

Central Asian finance ministries are moving towards programme budgeting and medium-term frameworks with development partner support. In the Kyrgyz Republic, ADB’s fiscal management programme, the World Bank’s PFM capacity grant and the 2026 PEFA assessment all point to forecasting, medium-term planning and performance information as priorities.

Europe

Many countries in Eastern Europe and the Caucasus use PEFA assessments and medium-term budget frameworks similar to those discussed in the programme, making peer comparison straightforward.

Moyen-Orient

Revenue volatility linked to commodities and external flows makes forecasting and scenario planning central to budgeting. The cash-flow and risk sessions apply directly.

Afrique

Programme budgeting and medium-term expenditure frameworks are widespread across African finance ministries, and PEFA is widely used to track progress. Participants can apply the indicator and costing tools to their own programme structures.

Asie

Fast-growing Asian economies face the same challenge seen in the Kyrgyz Republic in 2025: outturns that differ sharply from projections. Rolling forecasts and documented assumptions help institutions adjust quickly.

Across regions, the tools are the same: clear assumptions, honest forecast evaluation, costed programmes and disciplined in-year management.

Host Country Profile – Kyrgyzstan

Bishkek, the capital of the Kyrgyz Republic, is a green, compact city set against the Tian Shan mountains. It hosts government ministries, development partner offices and a growing business community, and offers comfortable hotels and venues for a focused week of learning.

The country is a useful benchmark for this topic. The National Development Programme to 2026 sits under the National Development Strategy 2018–2040, the budget has been presented in programmes since 2014, new programme budgeting and transparency rules were adopted in January 2026, and the Main Directions of Fiscal Policy for 2027–2031 were approved in August 2026. Participants can see how a reforming finance system links national plans, forecasts and budgets in practice.

Bishkek is served by Manas International Airport, with connections through major regional hubs. Citizens of many countries can enter visa-free for short stays, and others can apply through the official electronic visa system; rules change from time to time, so participants should check current requirements with Kyrgyz consular authorities. Risalat provides complimentary visa support and advice.
